How UAE PASS works: registering with an Emirates ID, GCC ID or passport, verifying by face or at a kiosk, the basic, advanced and qualified account levels, logging in to MOHRE, ICP and GDRFA, adding documents and the support number.
UAE PASS is the national digital identity you sign in with on MOHRE, ICP, GDRFA Dubai and thousands of other services. The Telecommunications and Digital Government Regulatory Authority (TDRA) describes it this way: "UAE Pass enables immediate and secure login for citizens, residents and visitors in the UAE, allowing access to over 15000 services from government, semi-government, and private sector entities through a single account." This guide is built from TDRA's UAE Pass page, the official uaepass.ae site and UAE PASS's developer documentation, read on 25 October 2026.
How to register for UAE PASS
Quick answer: uaepass.ae lists three steps: download the official UAE PASS app, register "using your Emirates ID, GCC ID, or passport", and verify "through Face Verification OR visiting a Nearest Kiosk".
TDRA adds the detail:
- Citizens and residents "must have a valid Emirates ID and an active UAE mobile number". You register with your Emirates ID number, verify your identity with facial recognition and set a security PIN, or visit the nearest UAE PASS kiosk with your Emirates ID.
- Visitors without an Emirates ID can authenticate with other official identity documents, including passports; GCC citizens and residents can use their National ID.
The app is on the App Store and Google Play.
How to verify a basic account
TDRA's FAQ: "Verify your UAE Pass account through the face verification feature on the app, or visit the nearest UAE Pass, or use your existing (verified) SmartPass or DubaiID account to upgrade your account." Its registration answer adds that verification is "only for Emirates ID card holders".
UAE PASS's developer documentation (its staging-environment quick-start guide) describes three account levels:
| Level | Verified? | What it allows |
|---|---|---|
| Basic | No; email and mobile verified by OTP, can be created without an Emirates ID | Limited access to services; verify documents; no signing, no adding documents |
| Advanced | Yes, via SmartPass or Dubai ID accounts or Emirates ID PIN registration | Access to all services; verify and sign documents (4-digit PIN) |
| Qualified | Yes, by finger or face biometrics | Access to all services; sign documents (6-character password); add documents |
So if a government site will not accept your login or a feature is missing, the account level may be worth checking.
How to log in with UAE PASS
You log in on the service, not in the app. TDRA's FAQ: "You cannot apply for services from the UAE Pass mobile application; instead, you must visit the service provider's website, app portal or application and log in using UAE Pass to access their services." TDRA describes the sign-in as "simply validating access through your smartphone".
The government logins we cover:
- MOHRE: see our MOHRE login guide.
- ICP smart services: ICP's service cards require a UAE PASS login; see our ICP smart services guide.
- GDRFA Dubai: the individuals tab offers sign-in with UAE PASS; see the GDRFA login section.
UAE PASS kiosks near you
UAE PASS's Kiosk Locations page lists the kiosks where you can verify or upgrade an account, and has a search box. When we checked on 25 October 2026, they included government offices (for example Dubai Courts HQ, DEWA's main office and GDRFA's Al Jafiliya office), Tasheel centres, police stations, hospitals, cooperative societies, malls and hypermarkets across the emirates. TDRA says to bring your Emirates ID.
Adding and signing documents
- Add documents (Digital Vault): TDRA: "Open the app and tap on 'Add Documents'. Select the government department that issues the document. Once verified, the digital document will be saved in the 'Digital Vault' under the 'Documents' section." The developer documentation lists Add Document only for qualified accounts. The Emirates ID is ICP's: its New Identity Card Issuance service card names ICP as the responsible entity.
- Sign a document: TDRA: "Open the app and tap 'Sign Document'. Then, upload the document you want and sign it using your phone's touchscreen. You can then download the signed document as a PDF."
- Verify a signature: "Open the app and tap 'Verify Signature', upload the document to verify."
A labour contract is downloaded from MOHRE rather than from UAE PASS: see our MOHRE labour contract guide.
UAE PASS support
uaepass.ae lists 600 56 1111 and support@uaepass.ae.
For employers
The MOHRE, ICP and GDRFA logins above all run on UAE PASS, and the developer documentation gives a basic (unverified) account only limited access to services, so it is worth verifying the account of whoever handles the company's files before a renewal falls due.
