DHA Facility Licence vs Professional Licence: What Your Clinic Actually Needs [2026]
Answer Capsule: A medical facility in Dubai needs two different kinds of DHA licence at the same time: a facility licence, which authorises the premises and legal entity to operate as a clinic, and an individual professional licence for every doctor, nurse, dentist, pharmacist and allied health professional who works there. The facility licence does not allow any person to treat patients; a professional licence does not allow you to open premises. Both must be active before you see a single patient — and each renews on its own separate cycle.
One of the most common — and expensive — misunderstandings when opening a clinic in Dubai is treating "the DHA licence" as one thing. It is two. Confusing them leads to clinics that are fit-out and ready but legally can't operate because the doctors aren't licensed yet, or to a practitioner hired before their verification is complete. Here's how the two licences differ, who holds each, and how they connect.

You need both live at once. A facility licence with unlicensed staff, or licensed staff in an unlicensed facility, cannot legally treat patients.
The Facility Licence (the premises)
The facility licence authorises the physical clinic. The critical rule is sequence: DHA reviews and approves the location and layout — with the floor plan prepared by a DHA-prequalified design consultant — before you commit to a lease and fit-out. The licence is first issued in an inactive state and must be activated, which requires a NABIDH-compliant EMR with tested connectivity. The Professional Licence (each clinician)
Every individual clinician needs their own DHA professional licence. The process runs roughly like this:
- Eligibility / self-assessment against DHA's qualification requirements for the role.
- Primary Source Verification (PSV) via DataFlow — DataFlow independently verifies each qualification, licence and experience certificate directly with the issuing institution. This is the step that takes the longest, so it should start as early as possible.
- DHA examination (computer-based) — most clinical roles must pass the Authority's assessment. PSV and the exam can run in parallel, and applicants are allowed up to three attempts. Some senior positions are assessed by oral interview instead.
- Registration — on approval, the professional joins the Dubai Medical Registry.
- Activation at a facility — the licence is then activated against the specific clinic where the professional will work.
That last point matters: a professional licence is linked to a facility. If a clinician moves to a different clinic, the licence has to be transferred — it doesn't automatically follow the person.
Where Clinics Get It Wrong
- Assuming the facility licence covers the staff. It never does — every clinician is licensed individually.
- Hiring or announcing a start date before DataFlow is done. PSV timelines are outside your control; build them into the hiring plan.
- Letting a professional licence lapse. Renewal depends on CPD points (see below). If a licence expires, that clinician legally cannot practise until it's restored — a direct hit to revenue and patient scheduling.
Both Licences Have to Be Renewed
The facility licence renews periodically with DHA, and each professional licence renews on its own cycle and requires Continuing Professional Development (CPD) points to do so.
