NABIDH is Dubai's health information exchange — the platform DHA-licensed facilities connect their electronic medical record to so patient records can be shared across the emirate. A NABIDH-compliant EMR with tested connectivity is required before a DHA facility licence can be activated.

DHA's Standards for Interoperability and Data Exchange scope NABIDH to "DHA licensed health facilities" — it is not limited to hospitals or by facility size. HL7v2 is the recommended standard for accessing and submitting data, and the health information system should also support FHIR and IHE messaging.

NABIDH gates opening rather than following it. DHA's Manual for Licensing Health Facility requires evidence of a NABIDH-compliant EMR to activate a facility licence, and lists a copy of the approval email for tested connectivity with NABIDH among the documents the facility must have ready at the activation inspection. Until that email exists, the licence stays inactive.

What does NABIDH stand for?

DHA publishes two different expansions on its own site, which is why the answers online disagree. Its Projects and Initiatives page says "National Backbone for Integrated Dubai Health (NABIDH) meaning Pulse in Arabic"; its newsroom says NABIDH "stands for Network & Analysis Backbone for Integrated Dubai Health". The NABIDH portal expands nothing. Neither form is safely the official one, so write NABIDH or the Arabic نابض, and cite the specific DHA page if you expand it.

Is NABIDH mandatory for a Dubai clinic?

Yes, for DHA-licensed health facilities — that is the scope line in DHA's interoperability standard, and it is not limited by facility size. DHA's licensing manual requires evidence of a NABIDH-compliant EMR to activate a facility licence, and a copy of the approval email for tested connectivity at the activation inspection.

When do I need NABIDH connectivity — before or after opening?

Before. The facility licence is issued inactive and cannot be activated without it, so the EMR decision belongs at procurement alongside the design consultant, not after fit-out.

What technical standards does NABIDH require?
