UAE Visa Fine Waiver (2026): How to Request an Exemption or Reduction of Overstay Fines

October 25, 2026readZETUP Team

How to ask for a UAE visa or residence fine to be waived or reduced: GDRFA Dubai's exemption service (passport copy, letter of reasons, AED 15.75 for individual sponsors), ICP's 2026 waiver for travellers stuck by the airspace closure, and how to check the fine first.

An overstay or residence-violation fine can be waived or reduced on request, or under a general decision such as ICP's 2026 waiver for travellers stuck by the airspace closure. This guide is built from GDRFA Dubai's Exemption from fines for violators of Residence Law service card and ICP's announcements and service cards, read on 25 October 2026.

How to request a visa fine waiver in Dubai

Quick answer: GDRFA Dubai runs an exemption service: "Through this service, one may submit a request to waive or reduce the financial penalty assessed to those who violate the Foreigner’s Entry and Residence Law." The card's steps are for applying at an Amer service centre or a customer happiness centre, with a passport copy and a letter explaining the violation and why the fine cannot be paid.

ItemGDRFA Dubai's service card
DocumentsA copy of the violator's passport; a letter stating the reasons for the violations and an inability to pay it off; any other documents the Fines Committee requests
FeeAED 15.75 if the sponsor is from the category of individuals
WhereAmer service centres (during each centre's official hours) or GDRFA's customer happiness centres; the card names one centre, General Administration – Al Aweer Center, and lists customer happiness centre hours
StepsTake a queue ticket, submit the application and documents to the customer service employee, pay the service fee (if any)
Terms and conditionsNone listed

The decision rests with the Fines Committee the card mentions; the card does not promise a waiver or say how much can be reduced. It gives the fee only for individual sponsors; if a company sponsors the visa, ask at the centre.

ICP's 2026 waiver for travellers stuck by the airspace closure

On 4 March 2026, ICP announced that it had decided "to exempt individuals who were unable to travel from fines for delayed departures" caused by the airspace closure in the region. ICP said the decision covers "all cases in which the person was unable to leave the country, including visitors holding visit visas, tourist visas, or exit permits, as well as residents who had cancelled their residency permits in preparation for departure", and applies to fines incurred on or after 28 February 2026 (ICP announcement). ICP asked people to follow official channels for updates.

Check the fine first

Before asking for a waiver, know the amount and which authority holds the file:

  • Dubai-issued visa: GDRFA Dubai's Fines Inquiry Service searches by file number, UDB number, Emirates ID or passport number: see our UAE visa status and fine check guide.
  • Visa issued in another emirate: ICP's smart services; its fine-payment card lists AED 50 per day for an expired permitted stay or a cancelled or expired entry visa, residence permit, exit permit or newborn registration: see our ICP smart services guide.
  • Emirates ID late renewal: a separate ICP fine of AED 20 a day, up to AED 1,000: see our Emirates ID guide.

For a visa issued outside Dubai, ask ICP (600522222 inside the UAE, +971 600522222 from abroad) whether a waiver or reduction can be requested for your case.

For employers

ICP's card ties the per-day fine to an expired permitted stay or a cancelled or expired residence permit, so a missed renewal or an employee who stays on after a cancellation can start the fine. Tracking each employee's visa, Emirates ID and work permit dates, and closing a cancellation properly, helps avoid it: see our visa cancellation guide.
