TADBEER (Arabic for 'planning' or 'management') is MOHRE's dedicated channel for the domestic-worker market — drivers, nannies, cooks, gardeners, household helpers. It runs as a separate ecosystem from Tasheel because the regulations, contract templates, and protections are different.
Through TADBEER, UAE residents (households, not companies) can recruit domestic workers, sign MOHRE-standard domestic-worker contracts, register on the Wage Protection System variant for domestic workers, and process visa renewals. TADBEER centres also offer training programmes for incoming workers.
Domestic-worker employers can use TADBEER directly or via authorised agents. ZETUP PRO does not run domestic-worker recruitment but advises clients on the regulatory framework when relevant.
