Foreign documents (degrees, marriage certificates, birth certificates, commercial contracts) cannot be presented to UAE authorities until they have been authenticated through a chain of attestations. The chain typically runs: notary in the country of origin → that country's foreign ministry → the UAE embassy in that country → MOFA in the UAE.
Once MOFA in the UAE has attested the document, it is acceptable for visa applications, school admissions, marriage registrations, corporate filings, and similar transactions. Without MOFA attestation, the document is not legally valid for these purposes.
